Located in the heart of Chelsea’s industrial waterfront and the Chelsea Creek Designated Port Area, the Latimer Overlook site is bounded by Eastern Avenue, the Chelsea Street Drawbridge, and Chelsea Creek, a major maritime shipping lane. Named after Lewis Howard Latimer who was famed for drafting the patent drawings for Alexander Graham Bell’s telephone, this new public open space features accessible walkways that traverse seven vertical feet to a waterfront overlook, benches, lighting, green stormwater infrastructure, and a rock scramble. Because the existing site is a tangle of previous industrial uses, utilities and overgrown vegetation, the site will be cleaned, graded, and planted with native trees and native seed mixes. The multiple and significant utilities will be protected, and their crumbling paved surfaces replaced with loam and seed. The open space will provide a place for pedestrians to linger while waiting for the drawbridge to raise and lower. Significant permitting will be required due to location and the complex nature of the existing utilities. The Overlook is also part of Chelsea’s resilience planning, which focuses on mitigating urban heat islands, protecting vulnerable environmental justice neighborhoods, and defending regional infrastructure against severe coastal storm surges and rising sea levels. An EENF for the project was filed in mid-August, 2026 and final design is underway.
